Why did Justice Katju tell Biharis "don't burn my effigy or file an FIR against me"?

I had posted this story on fb a long time back, but since many may not have read it I am reposting it.

The story was told to me by my friend Ram Lakhan Chaturvedi, senior advocate, Allahabad High Court, who was about 10 years elder to me, and is now no more.

Ram Lakhan had been a student of Banaras Hindu University in his youth. He had been allotted a hostel room in BHU, which he shared with a youth from Bihar.

One night when Ram Lakhan was deep asleep it started raining heavily. Ram Lakhan heard a loud shouting coming from his Bihari room mate “ Ram Lakhanwa, Ram Lakhanwa“.

Still in the grip of his deep sleep, Ram Lakhan partly opened his eyes and saw the Bihari youth standing next to the room window, looking out, and again shouting excitedly “Ram Lakhanwa, Ram Lakhanwa“.

“Kya hai bey ? asked Ram Lakhan, angry that his sleep had been disturbed.

“Bijuri“ said the Bihari.

“To kya hua ?“ said Ram Lakhan, growling at his room mate.

“Chamkat ba“ said the Bihari.

At this Ram Lakhan cursed the Bihari, closed his eyes, and again went off to sleep.

Biharis, please don’t be mad at me. There was no intention to hurt or malign you. I only narrated a story I heard. So please don’t burn my effigy or file an FIR against me
